NY cell embargo ineffective

NYC's cell phone ban for drivers has been
ineffective for the most part. Thanks to cops not ticketing and people not caring, just as many people are talking behind the wheel as before. For those unfamiliar with the law, it mandates that headsets must be used if you want to talk while driving.
